In a medium bowl, stir together everything except the shrimp. Whisk until combined. Add shrimp and stir to coat. Let marinate at least 30 minutes or up to 4 hours. Meanwhile, make salad.
Pour boiling water over noodles, let it soak 8 min. Run under cool water until noodles are cold. Drain and set aside.
In large bowl, stir together - napa, red pepper, green onion. In small bowl, stir together rice wine vinegar, sesame oil, soy sauce, lime juice, sugar, fish sauce, ginger, shallot, black garlic and sambal oelek. Pour over cabbage mixture and stir to coat.
Thread 4-5 shrimp onto metal or soaked wooden skewers. Preheat a grill pan or large non-stick pan and cook shrimp skewers over medium high heat until shrimp are golden and just cooked through, about 3 min. per side.
In large serving dish, pile noodles on bottom, followed by salad, pouring any remaining dressing over top. Place shrimp skewers on top. Garnish with sesame seeds, peanuts and cilantro.
